City of Windhoek Launches Pre-Stakeholder Engagement to Review Governance and Service Delivery. The City of Windhoek has officially launched its first Pre-Stakeholder Engagement Meeting, marking a new chapter in municipal governance under the theme: “Reflecting on the 2020–2025 Term: Strengthening Accountability, Engagement, and Service Delivery.”

Held yesterday, the meeting brought together a diverse group of stakeholders, including City Councillors, Regional Councillors, the Constituency Development Committee, and Neighbourhood Committees from Katutura East, Katutura Central, Mix Settlement, and the John Pandeni Constituency.

This engagement marks the beginning of a structured consultation process as the current City Council approaches the final year of its term. The initiative aims to assess progress made since 2020, share updates on ongoing efforts, and highlight challenges encountered in local governance and service delivery.

To deepen transparency and participation, the City introduced a new two-phase format for the engagement. Phase One focuses on structured dialogue with key institutional stakeholders such as local government representatives, ministries, community and faith-based organisations, business forums, and transport associations. These sessions are intended to provide a more targeted and solution-driven exchange of ideas. A full schedule of meetings under this phase has already been outlined.

Phase Two will extend the conversation to the broader public, with dates and venues for community meetings to be announced soon. The City has committed to ensuring inclusive participation across all constituencies once details are finalised.

This initiative reinforces the City of Windhoek’s commitment to open governance and community involvement. Residents, organisations, and institutions are encouraged to stay informed, attend sessions, and contribute meaningfully to shaping the city’s direction for the years ahead.
