Windhoek Strategic Review Workshop Highlights Communication in Governance. The City of Windhoek’s Strategic Review and Budget Workshop continued today with a presentation by guest speaker and newspaper editor Toivo Ndjebela, who addressed the importance of communication in governance and budgeting.
Delivering a talk titled “The Art of Communication and Stakeholder Engagement as a Tool for Budgeting,” Ndjebela emphasized that effective communication is not limited to public relations but is a fundamental pillar of accountability, transparency, and trust between local authorities and the communities they serve.
He noted that residents and stakeholders primarily want to be heard, informed, and respected, and that meaningful engagement strengthens governance while encouraging active participation in decision-making processes. Ndjebela highlighted that communication plays a vital role in building public trust, particularly during times of crisis or service delivery challenges, where timely, accurate, and empathetic messaging is essential.
The presentation also underscored the role of the media in democratic accountability, pointing out that media platforms serve as bridges between institutions and the public, ensuring that information flows openly and responsibly.
Officials attending the workshop said the insights provided by Ndjebela reinforced the importance of integrating communication strategies into budget planning and service delivery frameworks.
