Windhoek Residents Consulted on Proposed 2025/2026 Electricity Tariff Adjustment. The City of Windhoek, in partnership with the Electricity Control Board (ECB), held a public consultation session on Friday, 6 June 2025, to discuss proposed electricity tariffs for the 2025/2026 financial year. The engagement, hosted at the Khomas Regional Council Hall, aimed to inform residents and key stakeholders about the tariff application process and gather feedback from the public.
The session was part of the City’s ongoing efforts to promote transparency in its Electricity Pricing Policy and foster open dialogue between electricity consumers and industry regulators. Attendees included residents, business owners, media representatives, and officials from the City and ECB.
As the licensed electricity distributor for the Khomas Region, the City of Windhoek has proposed a weighted average tariff increase of 4%, which is slightly higher than NamPower’s recently approved average increase of 3.8%. If approved by the ECB, the City’s proposal would result in a 3% increase for typical residential customers and a 1% increase for pensioners.
City officials outlined the rationale behind the proposed adjustment, citing:
- NamPower’s approved average tariff increase of 3.8%;
- Growing technical personnel shortages linked to Windhoek’s over 67% population growth since 2011, necessitating new staff for the upcoming year; and
- A slight rise in maintenance costs due to the city’s continued expansion.
The City emphasized that despite these challenges, it remains committed to delivering affordable and sustainable electricity. According to officials, Windhoek still maintains some of the lowest electricity rates in Namibia while continuing to provide reliable service in a rapidly growing urban environment.
