Namibia Opens National Consultations on Investment Promotion Bill to Strengthen Policy Framework. The Ministry of International Relations and Trade has announced the start of nationwide consultations on the Namibia Investment Promotion Bill (NIPB) and its accompanying regulations. The sessions will be held across all regional capitals, providing stakeholders with an opportunity to review and comment on the draft legislation before it is finalised.
The consultation process is designed to engage the private sector, although all interested parties are welcome to participate. According to the Ministry, the aim is to gather broad input to ensure the Bill reflects the needs of investors, industry players, and communities across Namibia.
Stakeholders who cannot attend the regional sessions have been invited to submit written contributions on or before Friday, 12 December 2025 at 12h00. The Ministry has emphasised that no submissions will be accepted after the deadline.
The draft NIPB proposes an updated framework for promoting investment, enhancing transparency, and strengthening Namibia’s business environment. It also outlines regulatory measures intended to support economic growth, streamline investment processes, and provide clarity for both domestic and foreign investors.
Public participation is expected to play a key role in refining the Bill, as the Ministry encourages business leaders, industry associations, civil society organisations, and the general public to review the document and offer comprehensive feedback.
By conducting consultations across all regions, the Ministry aims to ensure that voices from every part of the country contribute to the development of investment legislation that is both inclusive and responsive to national priorities.
The draft NIPB and Regulations can be accessed through the link provided by the Ministry, and stakeholders are encouraged to familiarise themselves with the content ahead of the scheduled sessions.
