Health Ministry Decentralizes Key Functions to Strengthen Regional Service Delivery. The Ministry of Health and Social Services (MHSS) has announced a major policy shift, decentralizing key health functions to regional authorities in an effort to enhance efficiency, accountability, and the quality of healthcare delivery across the country.
The reform aims to transfer decision-making powers—including infrastructure maintenance, staff management, and localized health responses—from the central level to regional offices. This change seeks to reduce delays, improve responsiveness, and ensure that healthcare services are better aligned with the specific needs of local communities.
According to MHSS officials, the move will empower regional teams to act swiftly on operational issues, minimizing bureaucratic delays that have historically hindered service delivery. The Ministry emphasized that the new model will enable regional health managers to directly address maintenance needs, manage human resources more effectively, and respond to public health priorities in real time.
Speaking during the announcement, Dr. Luvindao highlighted that decentralization is accompanied by strict accountability measures. Regional performance will be monitored and publicly reported, ensuring transparency in how resources are managed and services delivered. She warned that poor performance could lead to the reversal of decentralized powers, urging regions to take full responsibility for improving healthcare outcomes.
Also addressing the event, Minister of Urban and Rural Development Hon. Sankwasa James Sankwasa noted that a large portion of the national health budget goes toward curative care. He encouraged regional councils to prioritize preventative health strategies at the grassroots level to reduce long-term costs and improve public well-being.While national oversight functions such as policy setting, regulation, and procurement will remain centralized, the Ministry believes this new structure will create a more responsive, efficient, and people-centered healthcare system.
