City of Windhoek Engages Havana Four-Way Vendors and Residents on Relocation Plans for Infrastructure Upgrade. The City of Windhoek, through its Land Delivery and Provision of Affordable Housing Committee, held a public engagement session today with vendors and residents of Havana Four-Way in the Samora Machel Constituency. The consultative meeting focused on the planned relocation of affected households and traders to pave the way for a new access road and the development of a modern marketplace.

Led by Committee Chairperson Councillor Joseph Uapingene, the City urged residents to cooperate with the relocation process to avoid delays in infrastructure delivery. The new developments are expected to unlock economic and social benefits for the broader community.

The meeting addressed concerns from residents regarding the relocation site in Havana Extension 8, particularly around access to basic services. In response, councillors confirmed that communal water taps and ablution facilities have already been installed, with plans underway to connect electricity and provide improved amenities.

A total of 443 vendors operate at the current Havana Four-Way site, many of whom rely on daily trade for their income. Local traders requested priority allocation in the upcoming market development, citing their long-standing presence in the area. The new market will span approximately 6,000 square metres, offering structured stalls, upgraded infrastructure, and improved trading conditions.

So far, 340 of the 451 households earmarked for relocation have successfully moved to the new site. Relocated residents will receive plots with access to water, electricity, and toilets—an upgrade from the informal settlements they currently occupy.

Councillors highlighted that the area is being prepared for broader urban development, including a hospital, school, taxi rank, and additional business opportunities. Residents were thanked for their input and encouraged to begin preparing for the next phase of relocation.
