City of Windhoek Opens Stakeholder Workshop to Shape Future of Shebeen Policy. The City of Windhoek has officially opened a Stakeholder Workshop on the Shebeen Policy, gathering representatives from multiple sectors to deliberate on the future regulatory direction of shebeens across the capital.

The workshop, held today, aims to foster constructive dialogue on how best to regulate, operate, and integrate shebeens within the city’s urban and economic framework. Shebeens, which have long served as vital community spaces with significant cultural and economic influence, remain an integral part of local social life. However, their operation also presents challenges such as land use conflicts, noise pollution, public health concerns, and issues related to licensing and compliance.

City of Windhoek Chief Executive Officer, Moses Matyayi, officially opened the session, emphasising the importance of a balanced, inclusive, and coordinated policy approach. He noted that addressing the sector’s complexities requires input from a diverse range of stakeholders, including business owners, community representatives, policymakers, and enforcement agencies.

The discussions are expected to feed into the formulation of a comprehensive Shebeen Policy Framework that promotes responsible business operations, enhances community well-being, and contributes to broader urban sustainability goals.

Through this initiative, the City seeks to strengthen partnerships with affected and interested parties to ensure the resulting policy reflects both economic realities and community needs.
