City of Windhoek Moves Forward with Havana Four Way Relocation Plan. The City of Windhoek has confirmed plans to relocate households from Havana Four Way, located at the corner of Matsitshi Street and Eneas Peter Nanyemba Drive, to make way for road expansion and new community infrastructure.
The relocation forms part of the dual carriageway upgrade and the planned development of a community market and taxi rank in the area. The City engaged directly with residents this week in a meeting led by Mayor Cllr. Ndeshihafela Larandja, alongside City Councillors and municipal officials, to discuss the relocation process and address community concerns.
While several households had already relocated in past years, others had delayed due to concerns around access roads, bridges to improve mobility during the rainy season, and improved public transport connections.
The City reassured residents that communal water points and toilets are already in place, bulk electrical infrastructure is currently under construction, and work on new bridges is expected to begin before the end of 2025. Future upgrades under the Informal Settlement Upgrading Project will also include individual water and sewer connections, as well as improved access roads.
Following the engagement, residents agreed to proceed with the relocation of household structures between 1 and 31 October 2025. The City will provide transport assistance during this period. Households that do not relocate by the deadline will be moved by the City and will be responsible for their own transport.
As part of the relocation process, all households will receive lease agreements for their new plots at Havana Extensions 8 and 11, providing greater security and paving the way for improved living conditions.
