Windhoek Councillors Urged to Prioritise Customer-Centric Services Amid Economic Pressures. The City of Windhoek’s Councillor Induction and Onboarding Programme continued on Day 3 with a focused discussion on customer-centric service delivery in a challenging economic environment. The session was led by Rowland Brown of Cirrus Capital, who engaged councillors on how macroeconomic trends affect households and the way municipal services are experienced by residents.
Brown highlighted that many households are operating under sustained financial strain, driven by high unemployment, uneven income levels, and rising household debt. He stressed that municipal services are felt most directly at household level, making it essential for local authorities to remain sensitive to the economic realities facing residents.
The presentation emphasised that service delivery decisions taken by local government directly influence the daily lives of communities. Brown noted that affordability, accessibility, and responsiveness should be central considerations when designing and implementing municipal services, particularly during periods of economic pressure.
Councillors were encouraged to view service delivery through the lens of residents’ lived experiences, recognising that economic challenges can affect households’ ability to engage with and pay for municipal services. The session underscored the importance of aligning policies and operations with the financial circumstances of communities to ensure services remain sustainable and equitable.
The discussion further reinforced that effective service delivery is closely linked to broader economic factors such as employment levels, income growth, and economic stability. Brown highlighted the need for councillors to understand these relationships when making decisions that shape urban development and service provision.
