Windhoek and Mannheim Explore New Areas of Cooperation Through Sister-City Partnership. The City of Windhoek and the German city of Mannheim are exploring opportunities to strengthen their long-standing sister-city relationship through cooperation in areas including affordable housing, renewable energy, arts, tourism and culture.The discussions took place during a visit by Mannheim Mayor Christian Specht to Windhoek, where he met with Windhoek Mayor Councillor Sakarias Uunona.

Affordable housing was among the key issues discussed, with Uunona highlighting Windhoek’s efforts to formalise informal settlements and relocate residents as part of efforts to address the city’s housing challenges.

The two cities also discussed potential areas of collaboration in renewable energy, housing, arts, tourism, culture and recreational facilities.

Specht noted that Windhoek could learn from Mannheim’s approach to addressing housing challenges. He also stressed the importance of cultural cooperation, particularly in relation to younger generations.

The discussions form part of efforts to identify opportunities for collaboration between the two cities under their sister-city relationship.

Cultural exchange was also highlighted through an upcoming photographic exhibition showcasing the connection between Mannheim and Windhoek.

The exhibition is scheduled to take place on 19 August 2026 at 15:00 at the City of Windhoek Function Hall.

The event will feature a guided tour and a panel discussion involving participating photographers. It is intended to showcase the cultural connection between the two cities.

Specht also highlighted the importance of cultural elements in cooperation between Mannheim and Windhoek, particularly as the cities consider areas of collaboration beyond infrastructure and development.

For Windhoek, the discussions included the city’s ongoing work around informal settlements and housing, while potential cooperation in renewable energy and other sectors was also placed on the agenda.

The engagement demonstrates the range of issues being considered within the sister-city relationship, from housing and energy to culture, tourism and recreational facilities.
