Namibia Reaffirms Commitment to Transparent Diamond Trade at Kimberley Process Plenary in Dubai. A Namibian delegation led by the Interim Minister of Industries, Mines and Energy (MIME), Hon. Frans Kapofi, is currently in Dubai, United Arab Emirates, participating in the ongoing Kimberley Process (KP) Plenary and Ministerial sessions. The annual gathering, which began on 17 November 2025 and concludes on 21 November 2025, brings together global stakeholders to review progress and strengthen safeguards in the international rough diamond trade.

Addressing the plenary today, Minister Kapofi reaffirmed Namibia’s continued commitment to peace, transparency, and accountability within the diamond sector. He underscored that the Kimberley Process Certification Scheme (KPCS) remains the only internationally recognised mechanism that prevents rough diamonds from contributing to conflict or instability.

The Minister highlighted the importance of ensuring that the KPCS evolves in line with the needs and realities of diamond-producing nations. He noted several areas requiring attention, including strengthening the overall functioning of the Process, expanding its scope to better support communities involved in diamond production, and improving traceability through modern technology.

Minister Kapofi also emphasised the need for artisanal miners to benefit more meaningfully from the global diamond value chain. He further pointed to the ongoing discussion around updating the definition of conflict diamonds to reflect the priorities and aspirations of African diamond-producing countries.

Namibia’s participation in the plenary reinforces its role as an active contributor to global efforts aimed at ensuring responsible diamond governance. As discussions continue in Dubai, the country remains focused on promoting a fair, transparent, and development-driven diamond industry that safeguards both producers and the broader market.
