Five-Year Agreement Expands Workplace Training Opportunities for TVET Trainees in Namibia. A new Memorandum of Agreement has been signed between the Namibia Training Authority (NTA), the Ministry of Health and Social Services, and the Ministry of Education, Innovation, Youth, Sports, Arts and Culture to strengthen workplace-based learning for Technical and Vocational Education and Training (TVET) trainees across the country.
The agreement establishes a five-year partnership aimed at providing structured, supervised workplace learning opportunities while supporting the maintenance of public health facilities, including hospitals, clinics and health centres. Through the arrangement, TVET trainees will gain hands-on experience in a range of technical trades while contributing to essential public infrastructure.
According to the terms of the agreement, trainees will be placed in real working environments where they will receive practical exposure under supervision. The identified trades include plumbing, electrical work, masonry, welding and other related technical disciplines required for the upkeep of healthcare facilities. The initiative is intended to align skills development with practical application, allowing trainees to apply classroom learning in operational settings.
The partnership is designed to support both skills development and service delivery. While trainees build workplace competence and experience, public health facilities benefit from ongoing maintenance support carried out as part of the training process. The collaboration reflects an approach that links education, employment readiness and public sector needs.
Speaking on the agreement, NTA Chief Executive Officer Mr Erick Fundula Nengwanya described the partnership as a practical demonstration of how TVET can support national development. “This partnership is a practical example of TVET working for Namibia,” he said.
The agreement brings together the education and health sectors to jointly support youth skills development and workforce readiness. By integrating workplace learning into public infrastructure maintenance, the initiative places emphasis on practical training that responds directly to national priorities.
The partnership will be implemented over five years, with the involved institutions working together to coordinate placements, supervision and skills development activities across Namibia.
