City of Windhoek Sets Priorities in 2026/2027 Strategic Review. The City of Windhoek has begun its 2026/2027 Strategic Review and Budget Session, bringing together Council leadership and management to reflect on progress and set priorities for the capital’s future.
Opening the session, Mayor Sakarias Uunona stressed that the discussions are not just about figures on a budget sheet but about meaningful improvements in the lives of residents. He highlighted that decisions made today will shape Windhoek’s future, from housing and jobs to safer communities and better municipal services.
One of the central priorities under discussion is the expansion of housing opportunities. The City aims to service more land and provide affordable housing to meet the growing demand. Economic development is also a key focus, with plans to attract investment and support small and medium enterprises as a way to create jobs and strengthen the local economy.
The session further emphasized the importance of accelerating Smart City initiatives, including digital municipal services and technology-driven solutions to improve mobility, energy management, waste services, and public safety. These initiatives are seen as critical to positioning Windhoek as a modern, competitive capital.
Inclusive urban development remains a cornerstone of the City’s strategy. Expanding access to basic services, supporting youth opportunities, and protecting vulnerable communities are all part of the broader vision to ensure that no resident is left behind.
As Windhoek enters the final phase of its Strategic Plan (2022–2027), the outcomes of this session will guide resource allocation and shape how the City builds resilience and inclusivity. Mayor Uunona reaffirmed that every decision taken is ultimately about creating a city where residents can live with dignity, opportunity, and hope for the future.
