Traditional Leaders Begin Week-Long Legal Framework Training in Mariental. The Ministry of Urban and Rural Development has launched a week-long Legal Framework Training in Mariental, aimed at strengthening the legal understanding and governance capacity of Traditional Authority Leaders, Members of the Council of Traditional Leaders, and Secretaries across Namibia.

The training officially commenced on Monday, with the opening ceremony attended by Hardap Governor Riaan McNab, Deputy Minister Evelyn !Nawases-Taeyele, and a number of traditional leaders from various regions.

The initiative forms part of the Ministry’s broader efforts to support effective local governance, ensuring that traditional authorities are well-equipped to carry out their duties in alignment with national legislation and constitutional principles.

In her opening remarks, Deputy Minister !Nawases-Taeyele emphasised the importance of legal literacy in promoting accountability, transparency, and fair administration within traditional governance structures. She noted that traditional leaders play a vital role in dispute resolution, community development, and cultural preservation, functions that must be guided by a clear understanding of the law.

Governor Riaan McNab welcomed the participants to the Hardap Region and commended the Ministry for prioritising capacity-building initiatives that empower local leaders and support inclusive rural development.

The training will cover key topics such as the Traditional Authorities Act, the roles and responsibilities of traditional leaders, conflict resolution, and interfacing with state structures. Participants are also expected to engage in discussions and case studies relevant to their daily governance responsibilities.

By the end of the week, the Ministry hopes to enhance collaboration between traditional and state institutions, strengthen service delivery, and reinforce the legal foundations upon which traditional authority functions are built.
