Windhoek Hosts Joint Municipal Meeting to Drive Tripartite Action Plan with Swakopmund and Walvis Bay. In a key move toward strengthening inter-municipal collaboration, the City of Windhoek hosted a Tripartite Working Group Meeting today with sister municipalities Swakopmund and Walvis Bay, reaffirming their joint commitment to turning plans into action under the 2022 Tripartite Agreement.
Chaired by Acting CEO Mr. O’Brien Hekandjo, the gathering focused on translating the signed agreement into tangible community benefits. In his opening remarks, Hekandjo emphasized the urgency of moving from planning to implementation. “We must now deliver projects that impact real lives,” he said.
The agreement promotes collaboration in key areas such as urbanization, housing, social services, human resource development, and policy formulation. During the meeting, delegates identified priority projects aligned with Clause 2(1) of the agreement and discussed innovative funding models, capacity-building strategies, and corporate governance frameworks to guide execution.
Participants acknowledged shared urban challenges such as land delivery delays and infrastructure pressure, agreeing that stronger coordination could fast-track solutions. The in-person meeting allowed for dynamic exchanges, knowledge sharing, and strategic alignment.
A major outcome of the session was the decision for each municipality to appoint dedicated contact persons to ensure project accountability and sustained communication. This step aims to improve coordination and streamline implementation across all three cities.
Mr. Hekandjo highlighted the broader significance of the partnership, calling it a potential national model for inter-city cooperation. “This is not just about three cities, it’s about setting a standard for municipal collaboration across Namibia.”
