Prime Minister’s Office Announces New Executive Director Appointments and Transfers. The Office of the Prime Minister on Wednesday announced a series of executive appointments and transfers affecting several key government ministries, with the changes set to take effect on 1 January 2026.

ccording to the announcement, Linda Aipinge-Nakale has been appointed as Executive Director and Accounting Officer in the Ministry of Information and Communication Technology. Oscar Capelao has been appointed to the same role in the Ministry of Finance. Both appointments form part of adjustments at executive management level within the public service.

The Office of the Prime Minister also confirmed the transfer of Michael Humavindu to the Ministry of Works and Transport, where he will assume duties as Executive Director and Accounting Officer. In addition, Ben Nangombe has been transferred to the Ministry of Justice and Labour Relations in a similar executive capacity.

In a further development, Audrin Mathe has been re-assigned accounting functions within the Ministry of Justice and Labour Relations. The announcement did not provide additional details regarding the scope of the re-assigned responsibilities.

The changes reflect routine administrative movements within government aimed at aligning executive leadership across ministries. Executive directors and accounting officers play a central role in the management of government departments, with responsibilities that include overseeing administrative functions, managing budgets and ensuring compliance with public financial regulations.

The Office of the Prime Minister did not indicate whether additional executive changes are planned beyond those announced. The statement focused on confirming the appointments, transfers and re-assignments, as well as the effective date of implementation.

All changes will come into force at the start of the 2026 calendar year, marking a new phase of leadership across the affected ministries. The Office of the Prime Minister remains the coordinating authority for senior public service appointments and transfers, in line with established government procedures.

The announcement provides clarity on executive leadership arrangements within the Ministries of Information and Communication Technology, Finance, Works and Transport, and Justice and Labour Relations ahead of the new year.
