ICT Ministry Unveils Five-Year Digital Transformation Strategy in Opuwo. Namibia’s Minister of Information and Communication Technology, Emma Theofelus, has launched a five-year Strategic Plan outlining the Ministry’s priorities for advancing the country’s digital transformation. The launch took place in Opuwo in the Kunene Region on Thursday.
The Strategic Plan sets out a framework to guide the Ministry’s work from 2025 to 2030. It identifies five key pillars that will shape its focus areas over the period. These include Digital Infrastructure Expansion, Innovation and Digital Skills Development, Efficiency in Service Delivery, Policies and Legislative Framework, and Public Access to Information.
According to the Ministry, the plan is intended to align its programmes and initiatives with broader national development goals, while also responding to changes in the digital and communication landscape. The document serves as a roadmap for strengthening the role of technology, media and film in Namibia’s socio-economic development.
Speaking at the launch, Theofelus described the plan as a critical document that will guide the Ministry’s efforts in the years ahead. She said it outlines the strategic intent of the Ministry as it works to support national development initiatives and expand opportunities within the ICT, media and film industries.
The plan also emphasises the importance of improving service delivery through digital tools and ensuring that policies and legislation keep pace with technological advancements. In addition, the focus on digital skills development highlights the need to equip citizens with competencies required in an increasingly technology-driven environment.
The launch in Opuwo forms part of efforts to engage different regions as the Ministry rolls out its long-term vision. Implementation of the Strategic Plan is expected to take place through coordinated programmes and partnerships across various sectors, guided by the priorities set out in the newly unveiled framework.
