City of Windhoek Hosts Day Two of Councillor Induction Focused on Inclusive Governance. The City of Windhoek continued its 2026 Councillor Induction and Onboarding Programme with the second day dedicated to advancing inclusive local governance. Newly elected Councillors and senior management attended a presentation by Dr. John Steytler, a noted economic and policy expert, who delivered a session titled “Social Inclusion: Compliance versus an Enabling Local Government Set-up.”
Dr. Steytler engaged participants on the evolving role of local government in promoting equitable, people-centred urban governance. He highlighted the importance of moving beyond a compliance-driven approach, urging local authorities to actively enable development, participation, and social inclusion within their communities.
The presentation underscored the potential for Windhoek’s Councillors to lead with forward-looking, responsive governance that prioritises collaboration, flexibility, and meaningful public engagement. Dr. Steytler encouraged Councillors to view social inclusion not as a regulatory requirement, but as a framework for enabling citizens to actively participate in city development and decision-making processes.
