City of Windhoek Engages Farm 508 Residents on Infrastructure and Service IImprovements. In a bid to strengthen community engagement and improve service delivery, Councillor Ivan Skrywer led a hands-on consultation with technical teams and residents at Farm 508, a relocation site in Windhoek. The meeting focused on immediate concerns around electricity, water access, and public transport services.

Residents raised issues around the lack of public bus access, insufficient street lighting, and a limited number of prepaid water points. Acknowledging these concerns, the City’s technical teams provided updates on ongoing projects and assured residents of the City’s commitment to finding workable solutions.

On transport, officials admitted to challenges in the municipal bus fleet, including mechanical downtimes that have affected service coverage. However, they committed to restoring out-of-service buses and reviewing existing routes to improve accessibility for communities like Farm 508.

Electrification efforts were also discussed in detail. The City of Windhoek is preparing to launch a multi-phase electrification project covering 21 informal blocks across constituencies such as Moses //Garoeb, Khomasdal, Tobias Hainyeko, and Samora Machel. The project, backed by a N$30 million council-approved budget, is currently at the tendering stage, with submissions closing in August.

Acting CEO O’Brien Hekandjo, Engineer David Pavaza (HV & MV Planning), Kamundu (Urban and Transport Planning), and Superintendent Staff Officer Oscar Simataa were present to provide technical insight and answer community questions.

The meeting reflects the City’s effort to bridge the gap between urban development goals and lived realities on the ground. Councillor Skrywer emphasized the importance of putting people first and building trust through continuous engagement.

The City of Windhoek reaffirmed its commitment to inclusive development, with a promise to act on the concerns raised—step by step, community by community.
