Windhoek Explores Waste Management Partnership with Russian Delegation. A delegation from the Ministry of Natural Resources and Environment of the Russian Federation paid a courtesy visit to City of Windhoek CEO Moses Matyayi today to discuss a potential strategic partnership in solid waste management.
The engagement began with a technical briefing by the City’s Department of Infrastructure, Water, and Technical Services. Presentations were delivered by Section Engineer for Treatment Stellio Tsauseb and Section Scientist for Research and Education Gideon Hengari, who outlined Windhoek’s current waste management framework and led an interactive discussion on local infrastructure.
In response, Kirill Kaletkin, Head of the International Cooperation Branch, introduced the Russian Environmental Operator (REO), a state-owned company established in 2019 to oversee Russia’s municipal solid waste system. Kaletkin explained that REO is spearheading a national transition toward a circular economy, leveraging modern digital sorting technologies and advanced infrastructure, with the ambitious goal of processing 100% of all waste by 2030
The Russian delegation expressed strong interest in forming a mutually beneficial partnership, emphasizing readiness to collaborate with Windhoek on technological integration and sustainable waste solutions.
To gain firsthand insight into the City’s operations, the delegation concluded their visit with tours of key waste management sites, including the Kupferberg Landfill and the Waste Buy-Back Center in Katutura.
The visit highlights Windhoek’s commitment to exploring international cooperation in waste management, with potential partnerships aimed at advancing sustainability and strengthening the city’s infrastructure.
