Outapi Delegation Studies Windhoek’s Urban Safety and Trading Systems. The Outapi Town Council has completed a two day benchmarking visit to the City of Windhoek aimed at strengthening knowledge in crime prevention and informal trading management.
The visit brought together officials from both municipalities to exchange operational insights on urban management practices. As sister cities, the engagement focused on how Windhoek administers informal trading activities, manages open markets, collects vendor related revenue, and uses surveillance technology to support public safety.
With population growth and its proximity to the Angolan border, Outapi representatives expressed interest in exploring modern security approaches. Discussions included the role of technology in monitoring urban environments and supporting law enforcement efforts.
The delegation was welcomed by Eliaser Iiyambo from Windhoek’s City Police, who acknowledged the importance of proactive engagement between municipalities seeking to strengthen safety measures. Officials said knowledge sharing between local authorities supports coordinated approaches to urban challenges.
During the visit, the Outapi delegation received a technical presentation from Jonas Ashipala outlining Windhoek’s security systems. The programme included a tour of the city’s command centre, where CCTV cameras and drones are used to monitor designated areas.
The team also visited municipal departments responsible for transport and planning to gain insight into parking revenue management systems. Officials said these sessions provided a broader view of how different city functions are coordinated within Windhoek’s administrative framework.
The benchmarking programme formed part of ongoing cooperation between Windhoek and Outapi, with both municipalities sharing practical experiences related to governance and service delivery.
City representatives said the engagement strengthens institutional ties while providing opportunities to exchange operational practices. Officials noted that the visit offers exposure to existing systems and approaches used in Windhoek’s management of safety and informal trading.The exchange concluded with both municipalities reaffirming continued collaboration and knowledge sharing.
