Prof. Joseph Diescho Sets Leadership Tone at Windhoek Council Induction

Prof. Joseph Diescho Sets Leadership Tone at Windhoek Council Induction. Newly elected Councillors and Executive Management of the City of Windhoek gathered at Midgard Lodge for a week-long Council Induction and Team-Building Programme designed to strengthen leadership cohesion, ethical governance, and strategic alignment. The programme brought together incoming decision-makers to reflect on their roles and responsibilities at the start of the new Council term.

A central highlight of the programme was an address by Prof. Joseph Diescho, a scholar, political analyst, and public intellectual. His presentation set a reflective and aspirational tone for the week-long engagement, encouraging participants to examine the values and principles that should guide local government leadership.

In his address, Prof. Diescho urged Councillors and senior officials to view public office as a moral responsibility grounded in service, unity, and accountability. He emphasised that leadership credibility is built through integrity, ethical conduct, and consistency in decision-making. Drawing on Namibia’s historical experience and present-day governance challenges, he called for courage, humility, and an informed understanding of the socio-economic realities shaping urban communities.

The address aligned closely with the objectives of the induction, which focused on strengthening collective accountability, institutional integrity, and people-centred governance. Participants engaged in discussions and activities aimed at fostering collaboration between political leadership and executive management within the municipality.

As the City of Windhoek begins a new Council term, the induction programme served as a platform to reinforce shared values and strategic priorities. Prof. Diescho’s message underscored the expectation that local government leadership should remain responsive, principled, and committed to building a capital city that is inclusive, resilient, and sustainable.

The City stated that the programme formed part of its ongoing efforts to equip leadership with skills, perspective, and ethical grounding required for effective public service delivery, sound governance, and long-term urban development planning across Windhoek during the current local government term and beyond ahead.
