Namibia Engages Stakeholders in Consultations on Teaching Profession Bill

Namibia Engages Stakeholders in Consultations on Teaching Profession Bill. The Ministry of Education, Innovation, Youth, Sport, Arts and Culture (MEIYSAC) has continued its regional consultations on the Teaching Profession Bill and its Regulations, with the latest engagement taking place in the Omusati Region. The discussions are part of a nationwide effort to gather stakeholder input toward reforming and strengthening Namibia’s education framework.

Mr. Paulus Kashimbi, Regional Director of Education in Omusati, opened the session by emphasizing the importance of inclusivity in shaping the proposed law. He noted that the Bill’s development marks a significant step toward ensuring fairness, accountability, and excellence within the teaching profession.

“This consultation serves as a vital platform to collect diverse perspectives from all stakeholders, each playing a critical role in shaping the future of education,” said Mr. Kashimbi. He added that effective regulations must uphold the integrity of teaching while empowering educators to deliver quality learning experiences.

Mr. Martin Mateus, Deputy Director in the Division of Professional Development under the Directorate of NIED, outlined the key provisions of the Draft Bill. He explained that Namibia currently lacks uniform professional standards governing teacher performance, leading to inconsistencies in training and accountability.

The proposed legislation will establish the Teaching Profession Council of Namibia, a regulatory body responsible for setting standards, enforcing ethical conduct, and ensuring that only qualified and registered individuals may teach.

Mr. Mateus highlighted that this reform is a crucial move toward professionalising teaching, safeguarding quality education, and enhancing Namibia’s global recognition in the education sector.
