Zambezi Region Hosts Consultations on Draft Teaching Profession Bill. The national consultations on the Draft Teaching Profession Bill and its Regulations advanced to the Zambezi Region today, drawing wide participation from the education community and local stakeholders.
Welcoming participants, Ms. Norah Munembo, Deputy Director of Programs & Quality Assurance in the Ministry of Education, Arts and Culture, emphasised the importance of these consultations in shaping an inclusive and effective policy. “Teachers, as the implementers of the Teaching Profession Bill, will directly impact its enactment. That is why we are here today, to make sure that the law and policy guiding the Bill are inclusive, practical, and carefully informed by the realities in our schools,” she stated.
Adding to her remarks, Ms. Aune Victor, Education Specialist at UNICEF, outlined the bill’s key objectives. She explained that the Draft Teaching Profession Bill aims to professionalise teaching in Namibia by establishing clear standards for teacher registration, qualifications, and ethical conduct. The legislation also seeks to strengthen continuous professional development, ensuring educators remain equipped to deliver quality education.
The session highlighted collaboration beyond the teaching profession. A representative of Triumphant College contributed perspectives from higher education, while traditional authorities provided valuable community insights, reinforcing the broad-based nature of the consultation process.
Stakeholders were encouraged to engage constructively, with the Ministry reaffirming its commitment to building a framework that supports teachers, empowers educators, and ultimately safeguards learner outcomes.
The Zambezi consultations form part of a wider nationwide initiative aimed at giving teachers, principals, and education leaders a voice in shaping a bill that will have lasting implications for the country’s education system.
