Windhoek Enforces Strict Smoking Ban in Public Spaces Starting July 25, 2025. The City of Windhoek has officially announced a comprehensive prohibition on smoking in public places, effective from July 25, 2025. This decision aligns with the municipality’s commitment to safeguarding the health and well-being of its residents and visitors by promoting a smoke-free environment.

The Municipal Council of Windhoek has outlined a detailed list of public spaces where smoking will be strictly forbidden. These include indoor workplaces, public transport and vehicles used for public hire, educational institutions and their premises, healthcare facilities, government buildings, restaurants (except in designated smoking areas compliant with the law), entertainment venues such as cinemas and stadiums, shopping malls, retail spaces, and any other enclosed or substantially enclosed areas accessible to the public.

This ban applies to all forms of smoking, including cigarettes, cigars, pipes, and electronic cigarettes. Furthermore, tobacco use is not allowed within two meters of any window, doorway, or entrance to a public place.

Owners and managers of public facilities are legally obligated to display clear and visible “No Smoking” signage and enforce the regulation within their premises. Failure to comply may result in penalties as outlined in the Tobacco Products Control Act, 2010, with repeated violations potentially leading to further sanctions, including the withdrawal or refusal of licenses by the Council.

The City of Windhoek urges everyone to respect this public health measure to contribute to a cleaner, healthier environment for all. Residents, visitors, and businesses are encouraged to cooperate fully with the new rules.
