Namibia Launches 10-Year Strategy to Transform Financial Sector and Boost Inclusion. Namibia has officially unveiled its Financial Sector Transformation Strategy 2025–2035, a comprehensive national roadmap designed to create a more inclusive, resilient, and digitally advanced financial system. The launch marks a significant step in aligning financial services with the country’s broader development goals.

Led by the Ministry of Finance, in partnership with the Bank of Namibia and NAMFISA, the strategy is aimed at addressing key challenges such as limited access to finance, youth unemployment, financial exclusion, digital inequality, and consumer protection.

The ten-year plan is anchored in five strategic pillars:Financial Sector Development for Growth and SustainabilityDigital Transformation and InnovationFinancial Access, Literacy and ProtectionFinancial Sector LocalisationSkills and Capacity Development

The strategy envisions a financial sector that actively supports economic growth, facilitates inclusion for underserved groups, and embraces innovation. It also seeks to develop home-grown financial services and talent, in line with Namibia’s Vision 2030 and the Sustainable Development Goals (SDGs).

Of particular interest to entrepreneurs and small business owners is the strategy’s focus on improving access to finance, reducing digital divides, and increasing financial literacy. These efforts aim to unlock new opportunities for local enterprise, especially in rural and youth-driven markets.

To assist the public and stakeholders in understanding the roadmap, the Ministry has introduced a Strategic Dagwood—a user-friendly snapshot of the plan’s key elements and desired outcomes.

As Namibia prepares for the next decade, this strategy provides a framework for collective action across public, private, and regulatory institutions, ensuring that the financial sector is equipped to meet the evolving needs of the nation.
