Havana Community Employed in Windhoek District Hospital Construction. The Ministry of Health and Social Services (MHSS) has confirmed that unskilled labour for the construction of the new Windhoek District Hospital (WDH) is being sourced directly from the Havana community, a move aimed at promoting local empowerment and job creation.

During an oversight visit to the WDH construction site today, the Minister of Health, accompanied by the Executive Director and senior ministry officials, engaged with community members currently working on-site. The employment of local unskilled labour forms part of a contractual clause in the contractor’s agreement—ensuring that the immediate community benefits from ongoing infrastructure development.

The Ministry noted that bulk earthworks are progressing on schedule, with construction and engineering teams reaffirming their commitment to meet project deadlines. The hospital is one of Namibia’s flagship healthcare infrastructure projects, aimed at improving access to health services within the capital and surrounding areas.

Speaking at the site, the Minister emphasized the broader vision behind the project, which extends beyond infrastructure delivery. “This initiative reflects our dedication to inclusive development and community upliftment,” the Minister stated. “It is about more than bricks and mortar—it’s about people, dignity, and opportunity.”

By drawing unskilled labour from the Havana settlement, the Ministry is not only meeting development objectives but also fostering a sense of ownership and involvement among the local population. The employment initiative aligns with national priorities of reducing unemployment and supporting livelihoods at the grassroots level.
