Windhoek Launches Shebeen Mapping Survey to Inform Urban Planning. The City of Windhoek, in partnership with the Namibia University of Science and Technology (NUST), has officially launched a comprehensive survey aimed at mapping the presence of shebeens across the city. Running from June through September 2025, the survey seeks to gather crucial data to inform more inclusive urban development strategies and policy formulation.
The initiative is designed to study the role of shebeens in the economic and social fabric of Windhoek and their broader impact on urban growth. According to a public notice issued by the municipality, the data collected will contribute to shaping a responsive and evidence-based shebeen policy, with the goal of enhancing service delivery and city planning.
City officials have emphasized that the survey is strictly for research purposes. It will not be used to penalize or shut down any establishments. Surveyors will be identifiable by their official attire, as seen in the visuals shared by the City, and will only be noting the location of shebeens. No interviews or enforcement actions are being conducted.
Residents are encouraged to cooperate with the survey team and are assured that their participation plays a vital role in shaping policies that reflect the realities on the ground.
