Namibia Tests Emergency Readiness Through National Health Simulation Exercise. Namibia’s Ministry of Health and Social Services has completed a Public Health Emergency Operations Centre (PHEOC) Tabletop Simulation Exercise aimed at strengthening the country’s ability to respond to vaccine-preventable disease outbreaks. The exercise took place in Windhoek and brought together key partners working with the Ministry to reinforce national emergency preparedness systems.

The simulation focused on testing several core functions required during a public health emergency. These included coordination across teams, decision making during unfolding scenarios, vaccination procedures, and communication mechanisms that ensure accurate information flow. Through the mock exercise, participants were able to identify gaps and areas needing targeted improvement before real outbreaks occur.

The initiative forms part of Namibia’s ongoing monitoring and evaluation process under the International Health Regulations. It follows previous assessments conducted to measure national readiness and contributes directly to the development of the second edition of the National Action Plan for Health Security. Insights gathered during the simulation will help refine systems to better anticipate, detect, and respond to health threats.

According to the Ministry, the exercise also strengthened multisectoral collaboration, a critical component of an effective emergency response. By involving different technical teams and partner organisations, the simulation ensured that coordination structures and standard operating procedures were tested in a controlled environment.

Officials emphasised that building a resilient health system is essential to protecting communities, especially children who are particularly vulnerable to vaccine-preventable diseases. The Ministry and its partners view exercises like this as vital investments in national health security, ensuring that Namibia remains prepared to manage future public health emergencies

The Ministry reiterated its commitment to safeguarding public wellbeing and improving emergency response capabilities across all levels of the health system.
