Namibia Introduces New Cybersecurity Guidelines to Strengthen Incident Response. Namibia has taken a step toward strengthening its digital security framework with the launch of the 2026 Cybersecurity Incident Management Guidelines in Ondangwa.
The guidelines were officially introduced by Minister of Information and Communication Technology Emma Theofelus during an event attended by regional leadership, including Oshana Governor Hofni Iipinge. The launch brought together stakeholders to outline a coordinated approach to managing cyber threats and improving digital resilience.
According to officials, the guidelines are designed to establish operational standards and best practices that organisations can use to detect, respond to, and recover from cybersecurity incidents. The framework aims to encourage a more structured and collective response across both public and private sectors.
During the event, Theofelus emphasised the importance of adopting a proactive, risk-based approach to cybersecurity. She noted that organisations should focus on identifying vulnerabilities early and implementing appropriate controls to reduce exposure to potential threats.
The presence of regional authorities highlighted the role of local leadership in supporting national initiatives. Iipinge, in his remarks, expressed readiness within the Oshana Region to assist with the implementation of the guidelines and contribute to strengthening cybersecurity awareness and preparedness.
