For years, Katutura Health Centre was the sole clinic in the capital functioning around the clock, often resulting in congestion and pressure on its facilities. The decision to extend Maxuilili Clinic’s operating hours is part of a deliberate systems reform aimed at redistributing care closer to where people live, strengthening primary healthcare, and ensuring that both emergency and chronic care are more accessible to communities.

To enable the clinic to function on a 24-hour basis, the Ministry addressed key challenges including human resource shortages, equipment capacity, and operational processes. Facility culture reforms were also introduced to ensure efficiency and sustainability in service delivery.

Officials emphasized that this development is not simply about relieving congestion at Katutura Health Centre, but about building systemic change.
