Oshikoto Region Hosts Consultations on Draft Teaching Profession Bill. The Regional Consultations on the Draft Teaching Profession Bill and its accompanying Regulations continued today, 1 October 2025, bringing together councillors, learners, education leaders, and community representatives to deliberate on the future of teaching in Namibia.
The session was marked by the formal introduction of Ms. Hilma Nuunyango George, who officially began her role as Regional Director of Education, Innovation, Youth, Sport, Arts and Culture for Oshikoto on 1 September 2025. Introducing her to the region’s staff, Deputy Executive Director of MEIYSAC, Mr. Otto Imbuwa, highlighted the importance of leadership continuity. In her remarks, Ms. George assured her commitment to serving the region, noting that she is ready to build on the foundation set by her predecessors and strengthen Oshikoto’s record of academic excellence.
Providing a detailed briefing on the Draft Bill, Mr. Gotlieb Shikongo, Deputy Director of Management Planning, Appraisal and Training in the Directorate of Programmes and Quality Assurance, outlined its objectives. Central to the Bill is the creation of the Teaching Profession Council, which will be responsible for teacher registration, enforcement of ethical and professional standards, and promoting continuous professional development.
Mr. Shikongo further emphasised the role of the proposed Regulations, which cover teacher registration procedures, the Code of Ethics, disciplinary frameworks, and welfare measures to support educators in their careers.
The consultations form part of a nationwide engagement process across all 14 regions, ensuring that voices from every community are included. Stakeholders were encouraged to contribute meaningfully as the Bill is refined to support both teacher professionalism and quality learning outcomes in Namibia.
