Namibian Minister of Information and Communication Technology, Emma Theofelus, has announced plans to expand regional collaboration on reducing roaming fees across Southern Africa. Speaking at an annual staff meeting with her ministry and stakeholders, Theofelus revealed that she has engaged her counterparts from Angola, Zimbabwe, and Zambia to formalize agreements aimed at harmonizing roaming charges between the nations.
This initiative builds on the successful collaboration between Namibia and Botswana, which saw a significant reduction in roaming fees in recent years. The reduction has not only improved cross-border communication but also strengthened socio-economic ties between the two countries.
“Our collaboration with Botswana is a testament to our efforts to deliver affordable communication services to all Namibians, which will ultimately have a positive snowball effect on other sectors such as trade, tourism, and general cross-border connectivity,” said Theofelus.
The Minister emphasized that extending such agreements to include Angola, Zimbabwe, and Zambia could drastically improve the lives of people living along Namibia’s borders. With more affordable connectivity, residents of these areas would have easier access to communication services, supporting their ability to maintain cross-border relationships, trade, and economic activities.
A Positive Impact on Border Communities
Border communities often bear the brunt of high roaming charges, which can act as a barrier to seamless communication. By reducing these fees, the Namibian government aims to enhance the quality of life for those residing in these regions.
Theofelus stated, “Furthering this initiative will significantly improve the lives of Namibian people living along the borders of these countries through improved and affordable access to connectivity.”
Increased access to affordable communication services will also benefit sectors such as tourism and trade. Travelers and businesses operating between Namibia and its neighbors will enjoy lower costs, fostering greater economic integration and regional cooperation.

The ICT Ministry’s efforts align with broader goals of promoting regional integration and advancing digital inclusion across Africa. Harmonizing roaming fees reflects the growing need for seamless connectivity in an increasingly interconnected world.
The initiative also supports the objectives of the African Continental Free Trade Area (AfCFTA), which seeks to enhance trade and economic opportunities across the continent by reducing barriers to collaboration, including in the digital space.
