Windhoek City Police Advances Smart Policing to Strengthen Urban Safety. The Windhoek City Police Service (WCPS), under the leadership of Chief Leevi Ileka, is ramping up efforts to improve urban safety and public security through the integration of smart technology and community engagement. These initiatives form part of the City of Windhoek’s ongoing 2024/25 Strategy Review and inform the planning of the 2025/26 budget cycle.

Aligned with the City’s 2022–2027 Strategic Plan, which envisions Windhoek as a sustainable and caring city by 2027, the WCPS has placed a strong emphasis on making the capital the safest city in Africa.

Over the past year, the department achieved several key milestones, including enhanced community policing through zoned deployment strategies, improved surveillance systems, and more effective enforcement supported by digital platforms. Strategic partnerships with stakeholders have also contributed to strengthening policing infrastructure and operational capacity.

Looking ahead to the 2025/26 financial year, WCPS plans to expand the use of smart policing tools to boost efficiency, invest in human resource development to address staffing needs, and improve internal systems to streamline coordination and communication.
