Prosperity Mining Network Engages Deputy Prime Minister on Artisanal Mining Reforms. Members of the Prosperity Mining Network of Namibia (PMN) paid a courtesy visit to the Deputy Prime Minister and Minister of Industrialisation, Mines and Energy to address critical issues affecting artisanal miners and local participation in the country’s mining sector.
The meeting provided a platform for frank and solution-oriented dialogue focused on legislative reform, economic inclusion, and sustainable development in mining. PMN representatives raised concerns over outdated mining laws that they say limit local involvement and hinder the growth of small-scale mining enterprises.
Among the key matters discussed was the call for a review and amendment of current legislation to create a more inclusive framework that supports community-based mining efforts. Particular emphasis was placed on the need for a dedicated development fund specifically tailored to the needs of artisanal miners—an often overlooked but vital segment of Namibia’s mining economy.
The delegation also highlighted the challenges confronting artisanal miners, including limited access to capital, technical support, and market linkages. A further point of concern was the dominance of Exploration and Prospecting Licence (EPL) holders over mining claims, which many small-scale miners feel creates a barrier to equitable access to mineral resources.
In response, the Ministry acknowledged the importance of fostering greater inclusivity and innovation within the sector and invited PMN to submit a formal proposal outlining their recommendations and suggested policy interventions.
