City of Windhoek Elects New Neighborhood Committees in Hadino Hishongwa. The City of Windhoek’s Public Participation Section successfully conducted elections for Neighborhood Committees in the Hadino Hishongwa informal settlement on Saturday, 8 March 2025. Residents elected five committees across the settlement’s designated blocks in the Samora Machel Constituency, marking a step forward in strengthening community engagement and governance at the local level.
Neighborhood Committees serve as vital structures that facilitate communication between residents and the municipality, ensuring collaboration on community development, service delivery, and addressing pressing local issues. By electing representatives, residents gain a direct channel to engage with the City of Windhoek on matters affecting their daily lives.
Paulina Mberema, newly elected chairperson for Hadino Hishongwa Block D, expressed her gratitude for the community’s trust and pledged to work diligently to advocate for their needs. “I am honored to serve and committed to fostering a productive relationship between residents and the City of Windhoek,” she said.
To support the effectiveness of these committees, the municipality will provide training and capacity-building sessions for all elected members in the coming weeks. Each committee consists of five members, including a chairperson, deputy chairperson, secretary, and two additional representatives.
The City of Windhoek sees these elections as an essential part of its efforts to improve service delivery, empower residents, and build sustainable urban communities. With the new committees in place, the city aims to enhance grassroots participation in decision-making and ensure that the voices of residents in informal settlements are heard.
