City of Windhoek Concludes Strategy and Budget Review with Vision for Inclusive Progress. The City of Windhoek has concluded its 2025/2026 Strategy and Budget Review Session, marking four days of focused planning, strategic alignment, and renewed commitment to building a more inclusive and efficient capital.

Her Worship, Deputy Mayor Clemencia C. Hanases, officially closed the session with a call to action for all stakeholders to turn intent into impactful service delivery. “We have the political will, the right skillsets, and the collective drive to turn plans into progress. Let’s transform our strategic goals into real change and deliver services that uplift every resident of Windhoek,” she urged.

The session reinforced the importance of synchronizing strategy and finance, highlighting that even the most ambitious plans cannot succeed without the necessary budgetary support. From enhancing infrastructure to improving service delivery, the alignment of priorities and resources is essential to building a smarter and more sustainable city.

With local authority elections approaching, the Deputy Mayor encouraged residents—particularly young people—to register and participate in shaping the future of their city through civic engagement.

As part of the outcomes, the City’s leadership reaffirmed their commitment to implementing the 2025/2026 Corporate Scorecard, which outlines key performance areas aimed at transforming Windhoek into a clean, efficient, and digitally connected municipality.

Council members, executives, and municipal staff were thanked for their dedication during the review process. The session’s conclusion signals the beginning of the next phase—execution—with renewed energy and a united vision.
