City of Windhoek Engages in Benchmarking Visit to Strengthen Records Management. In an effort to enhance its operational efficiency, the City of Windhoek, led by Chief Executive Officer Moses Matyayi, conducted a one-day benchmarking visit to the Otjiwarongo Municipality earlier today. The visit focused on studying Otjiwarongo’s records process flow system, aiming to gather insights that could support improvements to Windhoek’s own document management practices.

As the City of Windhoek seeks to modernize its records management, observing systems in place at other municipalities is part of its strategy to drive better service delivery. The delegation explored how Otjiwarongo’s structured approach has addressed administrative challenges and improved records handling

Welcoming the team, Otjiwarongo Mayor Cllr. Gottlieb Shivute highlighted the value of knowledge-sharing between local authorities. He stressed that collaboration helps municipalities, regardless of size, learn from each other’s strengths and apply relevant practices to their operations.

City of Windhoek CEO Moses Matyayi reiterated that the City remains committed to continuous learning and capacity building. “Benchmarking allows us to adopt successful methods from our peers and refine our systems to better serve our communities,” he said.

Providing an overview of Otjiwarongo’s records framework, Acting CEO Mr. Gotlieb Nghinongelwa shared that their system was established through a twinning agreement with Heusden Municipality in the Netherlands. This partnership has played a significant role in enhancing Otjiwarongo’s administrative efficiency.

Beyond the benchmarking exercise, the two municipalities continue to collaborate through an active cooperation agreement that supports development in areas such as human capital and governance.

Following the visit, Mr. Matyayi, in his role as President of the Namibia Association of Local Authority Officials (NALAO), paid tribute to the late Mr. Ismael /Howoseb, former CEO of Otjiwarongo Municipality, acknowledging his service to local government.
