Namibian citizens interested in small-scale mining have the opportunity to apply for up to ten mining claims, each covering 18 hectares. This policy aims to empower local entrepreneurs and boost the country’s mining sector by giving more Namibians access to mineral resources.

The Ministry of Mines and Energy (MME) regulates the process, ensuring that only Namibian citizens or 100% Namibian-owned companies can apply for mining claims. These claims allow individuals to engage in mineral exploration and small-scale mining, offering economic opportunities in a country rich in natural resources.

Application Process and Requirements

To apply for a mining claim, applicants must first obtain an Environmental Clearance Certificate from the Ministry of Environment, Forestry, and Tourism. This step ensures that mining activities comply with environmental regulations. The application fee for each claim is N$50.00, making it financially accessible for many Namibians.

Once approved, mining claims are valid for three years, with the option to renew for additional two-year periods. The holder must actively develop the claim to maintain ownership, ensuring that resources are not left idle.

Opportunities and Challenges

The ability to hold multiple claims provides local miners with greater flexibility and investment potential. These claims can be concentrated in one area or spread across different regions, depending on mineral availability. Additionally, while only Namibians can register mining claims, claim holders can partner with foreign companies for technical expertise and financial support.

With the government encouraging citizen participation in the mining industry, this policy is expected to stimulate economic growth and job creation. However, successful claim management requires adherence to regulations and sustainable mining practices to protect Namibia’s environment and resources for future generations.
